Title WIPO Inter-regional Workshop 2014 Held in Seoul

 "WIPO Inter-regional Workshop", organised by the World Intellectual Property Organisation (WIPO) in cooperation with the Korea Copyright Commission (KCC) and the Ministry of Culture, Sports and Tourism (MCST), was successfully held at KCC's Education & Training Office in Seoul on April 9-11. Experts in copyright laws and policies from 12 countries and African Regional Intellectual Property Organisation (ARIPO) participated in the workshop, the theme of which was “Copyright Capacity Building".

 

 19 participants representing not only Asia but Africa, Latin America, the Middle East, and the Russian Federation discussed key issues such as "developing copyright capacity building programmes in each participating country".

 

 This workshop, which was held for the second time following the last year, was operated with a trust fund that has been set up at WIPO by MCST since 2007. It is one of many cooperative programmes of MCST that aim to improve the environment for copyright protection within major developing countries.

 

 During the workshop, each participating country's representatives dealt with copyright-related issues such as legislative improvement, awareness-raising measures, enforcement-related problems, and copyright concentrated management, based on the understanding of Korea's copyright system.

 

 This year, Ms. Gao Hang, Director of Copyright Development Division, Culture and Creative Industries Sector, WIPO, Mr. Henry Olsson, Special Government Adviser of Ministry of Justice, Government of Sweden, and Mr. Scot Morris, Director of International Division, Australian Performing Right Association, Australia served as lecturers suggesting WIPO's policy directions for improvement of the world's copyright environment and introducing excellent capacity building cases of Korea, Australia, and Sweden.

 

 Korea, the country that has been excluded from the United States Trade Representative's annual Watch List for intellectual property right since 2009, is expecting to enhance its status as an advanced country in regard to copyright through expanding such cooperative programmes with WIPO and relevant developing countries.

 

 For reference, Korea has already been instituting a variety of advanced schemes to protect copyright, such as "Phased Responsive Measures" and "Webhard Registration System". As a result, Korea is deemed by WIPO and other copyright experts to have acquired the copyright capacity of a developed country.

 

 The workshop participants visited Korea Creative Content Agency, Korea Music Copyright Association, and Copyright Protection Centre, etc in order to experience Korea's copyright capacity and its protective environment of the pertinent area, as well as to establish networks for mutual interchange.
